Red alerts do not appear on tasks that have no people assigned, even if the
task needs attention.

The red alert is used to emphasize a problem on a task. It is also used to
offer help to a new user. When the red alert is clicked, a message
explaining the alert is displayed and offers more help to resolve the
conflict. Until a person is assigned, the red alert and the associated
information does not apply.
A task without an assignment is already considered a task that needs
attention. To see tasks that need attention, click the Vital Signs tab, and
then click a view, such as "Tasks with Unassigned Work" or "Tasks that Need
Attention."
