XADM: User Notifications of NDRs Contain all Recipients (152891)

When you receive a Microsoft Exchange Non Delivery Report (NDR) or a
Message is Queued notification, it will contain all of the original
recipients, not just those that the message couldn't be delivered to or
those to whom the message is still in the queue.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Exchange Server
version 4.0. This problem was corrected in Microsoft Exchange Server 4.0
U.S. Service Pack 2. For information on obtaining the service pack, query
