In FrontPage, you can take HyperText Markup Language (HTML) pages that
exist on a server without FrontPage Server Extensions and convert them into
a FrontPage Web. Because FrontPage requires special files for every HTML
page that exists in a Web, the non-FrontPage Web needs to be converted so
that it includes these additional FrontPage files.
The simplest way to make this conversion is to install the FrontPage
Server Extensions on the Web server. In some situations you may be
unable to install the extensions on the server. This article describes
several ways you can convert the content to a FrontPage Web.
