PUB: Error Starting Hewlett-Packard (HP) Publisher Compact Disc (150621)

The Microsoft Publisher compact disc that is shipped with the
Hewlett-Packard (HP) DeskJet 820c and 855c includes an installation program
called QuickStart. When you try to run the QuickStart program, you may
receive one of these error messages:
File not found; PICCLIP.VBX.
File not found; MCI.VBX.
When you click OK, you will get one of the following messages:
Unexpected error; quitting.
Invalid Picture.
The file <path>\MCI.VBX is out of date. This program requires a newer
version.
Alternatively, your computer may stop responding (hang) after it displays
the Welcome Screen for the compact disc.
NOTE: There are two versions of this compact disc: one includes Microsoft
Publisher 97 and the other includes Microsoft Publisher for Windows 95,
version 3.0. These symptoms apply to both versions.
CAUSE
You have a version of the file Picclip.vbx or the file Mci.vbx in your
Windows\System folder that is incompatible with the QuickStart program.
RESOLUTION
To resolve this problem, use the appropriate method.
Method 1. Install Publisher without using the QuickStart Program- Insert the Hewlett-Packard Publisher compact disc while holding the
Shift key down. This prevents the QuickStart program from starting
automatically.
- On the Start menu, click Run.
- In the Run dialog box, click Browse.
- Open the appropriate folder.
NOTE: The first folder listed is on the Publisher 95 compact disc;
the second is on the Publisher 97 version of the compact disc.

\Quickstr\Hpoem\Disk1
- Click the file Setup.exe and then click Open.
- In the Run dialog box, click Open.
Method 2. Use the QuickStart Program
To run the QuickStart program without receiving the error, rename one or
both of the following files. These files are located in the \Windows\System
folder.
- If you received the "File not found; PICCLIP.VBX" error message, rename
this file:
- If you received the "File not found; MCI.VBX" error message, rename this
file:
- If your computer stops responding (hangs), rename both of these files.
NOTE: You may need to restart your computer in MS-DOS mode to rename these
files:
- On the Start menu, click Shut Down.
- Click Restart Computer in MS-DOS Mode,
- Click Yes.
- At the Command prompt, type the following and then press ENTER:
- Type the following and then press the Enter key:
ren picclip.vbx picclip.old
-or-
If you are not getting any error messages (your computer stops
responding), rename both files.
- Type the following and then press ENTER:
When Windows restarts, reinsert the Hewlett-Packard Publisher compact disc
and QuickStart should run.
