Works 4.0: Cannot Use Dial This Number On Windows NT 3.51 (150173)

When using Works 4.0 on Microsoft Windows NT 3.51, the Dial This Number
command on the Tools menu does not function because Windows NT 3.51 does
not support the Telephony Application Programming Interface (TAPI).
MORE INFORMATION
When you use the Communications module in Works 4.0, Works will check
the operating system. If the operating system is Windows 95, or Windows NT
4.0, Works will use TAPI. If the operating system is Windows NT 3.51, Works
uses the Messaging Application Programming Interface (MAPI) communications
method. Since Dial This Number in Works 4.0 only works with TAPI, the
command does not function when running Windows NT 3.51.
