In Microsoft Team Manager, the priority of a given task has no affect on
the start of that task's predecessor(s).
MORE INFORMATION
Priority only affects the start of tasks that would otherwise be scheduled
to occur simultaneously when they have the same people assigned. Tasks with
no people assigned to them behave as if they have the same person assigned:
one will start after the other, based on priority, if applicable.
