Err Msg: This Program Cannot Be Run Due to Restrictions... (137685)

When you are installing Microsoft Windows 95 or Millennium Edition (Me), you receive the following error message:
This program cannot be run due to restrictions in effect on this computer. Please contact your system administrator.
In Windows 95 when you click OK, Setup continues normally.
In Windows Me when you click OK, the computer returns to an MS-Dos dialog box with a Realmode Scandisk error.
CAUSE
This error message can occur when you are reinstalling Windows 95, upgrading over an earlier version of Windows 95, or upgrading to Windows Me, if System Policies have been used to disable the MS-DOS command prompt on the computer. Setup tries to run a Realmode version of ScanDisk, but cannot if the MS-DOS command prompt has been disabled.
RESOLUTION
To work around this problem, one of the following methods:
In Windows 95:
- Contact your system administrator to have the command prompt enabled.
- Run Setup with the /is switch to prevent Setup from running ScanDisk.
In Windows Me:
- Contact your system administrator to have the command prompt enabled.
- Run Setup from the RUN command on the Start Menu with the /is switch.
