MPRJ4: "The File 'VBA EN OLB' Cannot Be Found" Error (128013)

When you run Microsoft Project from a network server, you may receive
the following error message:
The file 'VBA EN OLB' cannot be found or contains a Visual Basic for Applications library that is not valid.
After this error message appears, you may also notice a refresh problem
with the Microsoft Project startup screen.
CAUSE
This problem occurs when you run Microsoft Project from a folder on a
network server while you are connected to another network server folder that has the same name. If there are two folders on the Desktop that have the same name, such as PUBLIC, and you run Microsoft Project from one of these folders, you receive the error message described above.
WORKAROUND
To work around this problem, disconnect from the network server that
does not contain Microsoft Project before you run Microsoft Project.
