When you use the 24-hour time format, Microsoft Project does not accept 24:00 as a valid time value. It will not work in any form, sheet, or dialog.

When defining a calendar for 24 hours a day or when trying to end a shift
at midnight, you will get an error if you use 24:00 as a time. Microsoft Project defines midnight as 0:00 not 24:00, and 0:00 must be used when you indicate midnight.
