DoomStar.zip contains a file_id.diz and readme.rtf giving details about how to install and use DoomStart.  In short, it is a DOOM 1 front end for use with Windows95.  It requires the Visual Basic 4.0 32-bit runtime which is not included to save on file size (2.5MB instead of 72KB).
