Non-U.S. FTP users are required by law to follow U.S. export control restrictions, which means that if you see ITAR controlled software or software with encryption functionality here, you should not download it. The file 00README-Legal-Rules-Regs (also in every directory, more or less) contains an official statement concerning U.S. export controls, and should be carefully read.
