DCE message catalog open routine

Parameters
Input
message_ID
The ID of the message to be retrieved.
Output
status
Returns the status code from this operation. The status code is a value that indicates whether the routine completed successfully and if not, why not.
Description
The dce_msg_cat_open( ) routine opens the message catalog that contains the specified message_ID. It returns a handle that can be used in
subsequent calls to dce_msg_cat_get_msg( ). On error, it returns NULL and fills in status with an appropriate error code.
