PROBLEM: (95066) (PATCH ID: TCR540-036)

PROBLEM: caa_report, sometimes, reports uptimes greater than 100% for resources.
         This is caused due to duplicate events getting merged into the
         /var/cluster/caa/report/caa_report.dat file.
    
PROBLEM: For the first resource in its resource list, caa_report reports an
         ending timestamp even though the resource has never been started. This
         is due to the improper initialization of the ending timestamp.
