This patch corrects a problem in the marvel_pfm driver where xmesh and
bmesh incorrectly reported 100% utilization for IO7 ports held in reset.
Previously, this had to be corrected by using the "mvfi" test program.
The problem is that the marvel_pfm driver did not detect IO7 ports
that were held in reset and thus not generating meaningful counter data.
The xmesh program or any other consumer of marvel_pfm data would report
incorrect results.

This patch only applies to Alphaserver models GS1280, ES47, and ES80.

The use of "mvfi" is no longer needed to detect and correct this
condition.
