This patch corrects serveral minor problems:

o Change lost cancel reply timeout to use an event time instead of an event
counter.
o Change stale cancel code to release a a request blocked on the serializing
if there is one.
o Change loop calling rpc.statd during initialization to sleep if statd

o Cleanup some error message printout, direct more errors to syslog.

This patch corrects a problem where client rpc.lockds are not reclaiming
file locks after a server reboots. The IP addresses are matched using 
hostnames.

This patch corrects two problems, the first change moves locked files from 
the message queue to the held list once. The second change adds code to allow 
locked files leftover from a server reboot, to timeout and be transmitted to 
the server.
