The zdump utility may return incorrect results when the zone name
arguments are time zone file specifications without leading ':' 
characters.  Results, in this case, will reflect time data from the
default system time zone rather than the time zone(s) selected.
Also, when the -v flag is used with zdump, it will not display the
current time before the list of boundary times, as specified in
the man page.  This patch corrects these problems.
