CAUSE ===== This is caused when the Language in Control Panel/International is set to any English version other than English (American) in Windows NT 3.5 or English (United States) in Windows NT 3.51. STATUS ====== Microsoft has confirmed this to be a problem in Windows NT versions 3.5 and 3.51.
