The Microsoft Desktop Themes application that ships with the 
"Microsoft Windows NT 4.0 Resource Kit" is incompatible with
some JPEG filters installed by other applications (including
the filter installed by Microsoft Office 97).

To update Desktop Themes to work with newer JPEG filters,

1. Download ThemeFix.exe
2. Run ThemeFix.exe
3. (Optional) Delete Themefix.exe
