CAUSE ===== This problem occurs when an administrator has denied non-administrator users read and write permissions in the %SystemRoot% and SYSTEM32 directories. RESOLUTION ========== To correct this problem, give non-administrators both read and write permissions in the %SystemRoot% and SYSTEM32 directories.
