This patch fixes a potential binary compatibility problem with user-written
Atom tools.

If a user wrote and compiled an Atom tool on a Digital UNIX 4.0D system,
and then brought this tool's object files to a Digital UNIX 4.0E system,
a binary compatibility problem might be seen.  This problem only affects
the Atom instrumentation APIs GetInstClass() and IsInstType().

This patch provides the support needed for the Developer's Toolkit Update Kit.
Installing this patch is required before the Developer's Toolkit Update Kit
can be installed on a V4.0E system.  This patch contains a new Atom driver
which allows the standard version of Atom and the Developer's Toolkit Update
Kit version of Atom to be present on the system at the same time. If the
Developer's Toolkit Update Kit is installed on a system, the new driver will
execute the Update Kit's version of Atom, unless the "-nodtk" option is
specified.
