Running the vquotacheck command on a filesystem participating in an ASE service 
will cause a system to panic if the service fails over or relocates while the 
command is in progress.  Because ASE runs vquotacheck when starting a service, 
this problem can occur if a relocation or failover is attempted soon after a 
service is started.

This patch fixes a problem that could cause an AdvFS panic when a service
that has quotas enabled is relocated.  The problem occurs if a command is
running that has a large number of arguments (>99).
