This patch corrects the problem when using DIGITAL UNIX LAT to print to a 
printer connected to a PC running Pathworks (i.e. V5 or V6). The message 
"I/O error" is displayed and nothing is printed.

	This patch corrects a problem in the lat driver which
	caused improper processing of the ioctl TCSBRK as well
	as the generation of spurious <BREAK> characters when
	the libc routine tcdrain() was used.
