This patch prevents non-privileged pfm psuedo device driver users from
setting high frequency event collection mode on EV5 systems.  Only carefully
selected, rare events should be counted in high frequency mode.  Careless
selection of events (in that mode), can cause the system to lock up with too
many interrupts.  So, because high frequency mode can place an extremely heavy
load on the system, the ioctl to set it now requires super-user privilege.
