Other fixes include the cleanup of some error messages and to
direct more errors to syslog.

the efficiency of retranmission and to prevent possible lost transmits.

This patch corrects two problems, the first change moves locked files from the 
message queue to the held list once. The second change adds code to allow 
locked files leftover from a server reboot, to timeout and be transmitted to 
the server.
