This patch prevents a panic that can occur after deleting an ATM ARP entry
with the "atmarp -d" command.

Without this patch, the ATM ARP table can be left in an inconsistent state
if the ATM ARP entry deleted is the first entry in the table.  Subsequent
access to the ATM ARP table can cause a panic.
