Other messages are not delivered when delivery fails for an NDR message in an MTA local delivery queue in Exchange Server 2003 (918522)

SYMPTOMS

In Microsoft Exchange Server 2003, when delivery fails for a non-delivery report (NDR) message in the Message Transfer Authority (MTA) local delivery queue, the message may remain in the queue. This causes other messages in the queue not to be delivered.

This problem can affect delivery of messages that are delivered through MTA, X.400 connectors, Notes connectors, and Microsoft Exchange Development Kit (EDK) gateways.

RESOLUTION

Hotfix information

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Exchange Server 2003 service pack that contains this hotfix.

Prerequisites

You must have Microsoft Exchange Server 2003 Service Pack 2 (SP2) installed to apply this hotfix.

Restart requirement

You do not have to restart the computer after you apply this hotfix. The following services are automatically stopped and then restarted when you apply this hotfix:
  • Microsoft Exchange Information Store service
  • Internet Information Services (IIS) Admin service
  • Microsoft Search service
