The Ring of Light that surrounds the Xbox Guide button on the Xbox 360 Controller for Windows will typically only come on for a brief time when the controller is first installed and plugged in. The Ring of Light will remain off for any game that is not designed specifically for the Xbox 360 Controller. If a game is designed for this controller, each quadrant of the Ring of Light will light up to correspond for each controller that is being used in the game. If only one controller is being used in a game that is designed for the controller, the quadrant corresponding to player one would be the only thing that is lit when the controller is active in the game.
