SYMPTOMS
After you install Microsoft Windows Server 2003 Service Pack 1 (SP1), you cannot configure the
TCPWindowSize registry key remotely. This problem was previously fixed by hotfix 896887. However, after you install Windows Server
2003 SP1, this problem reoccurs on Windows Server 2003-based computers.

change does not take effect when you try to set the TCPWindowSize registry
subkey to a value of less than 5840 in Windows Server 2003 or in Windows
XP Service Pack 2

RESOLUTION
Hotfix information
A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing.
