SMS 2003 Advanced Client takes lots of time to download many policies (895539)

SYMPTOMS

Microsoft Systems Management Server (SMS) 2003 Advanced Client takes lots of time to download many policies.

CAUSE

This issue occurs because Background Intelligent Transfer Service (BITS) cannot handle more than about 500 simultaneous jobs. When more than 500 simultaneous jobs are submitted, many I/O operations must occur, and many BITS state files must be maintained. Therefore, a decrease in performance occurs.

STATUS

Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Systems Management Server 2003 Service Pack 2.

MORE INFORMATION

This hotfix keeps the Data Transfer Service (DTS) client component from submitting more than 50 jobs to BITS. This configuration cannot be modified.

When many jobs are submitted to SMS 2003 Advanced Client at the same time, the first 50 jobs will be submitted to BITS for transfer. The remaining jobs will be queued by DTS.

After an active job is finished, the job triggers the queue and restarts the oldest queued job (FIFO). When you turn on debugging, you will see information about queue functionality. For example, when a job becomes active, the job count increases. When the 51st job is sent to DTS, the count will not increase. Instead, the queue turns on. The queue turns itself off when it is empty. More than 50 jobs may be active only if more than 50 jobs are active when the new SMS policy is applied.
