You receive event ID 14192, and the Internet Security and Acceleration Server (ISA) 2004 Control service does not start (890306)

SYMPTOMS

If you try to start the Microsoft Internet Security and Acceleration Server (ISA) 2004 Control service, it does not start. Additionally, the following event is recorded in the System log:

Event ID: 14192
Type: Error
Source: Microsoft ISA Server Control
Description: ISA Server Control service failed to start because the operating system service Routing and Remote Access is already running. To fix this problem use ISA Server setup to reinstall ISA Server.

CAUSE

This issue may occur if the Microsoft ISA Server Control service stops unexpectedly, and you have to restart it. Typically, this event does not occur because the Routing and Remote Access service does not start unless the Microsoft Firewall service starts. The Microsoft Firewall service does not start unless the ISA Server Control service is already running.

Note The following information from event ID 14192 is incorrect:

To fix this problem use ISA Server setup to reinstall ISA Server.

RESOLUTION

To resolve this issue, stop the Routing and Remote Access service, start the ISA Server Control service, and then restart the Routing and Remote Access service. To do this, follow these steps:
  1. Click Start, point to All Programs, point to Administrative Tools, and then click Services.
  2. Locate and then right-click Routing and Remote Access.
  3. Point to All Tasks, and then click Stop.
  4. In Services, locate and right-click Microsoft ISA Server Control.
  5. Point to All Tasks, and then click Start.
  6. In Services, locate and right-click Routing and Remote Access.
  7. Point to All Tasks, and then click Start.
