"The quorum disk could not be located" error message when you run the Windows Server 2003 Cluster Setup Wizard on a Windows Server 2003 virtual machine (888025)

SYMPTOMS

You have two Microsoft Windows Server 2003 virtual machine nodes that are configured as cluster nodes. These nodes are using shared SCSI controllers. When you use the Windows Server 2003 Cluster Setup Wizard to configure the Windows Server 2003 clustering component on these nodes, you may receive an error message that is similar to the following:

Time: 9:51:50 AM
Computer: NODENAME
Major Task ID: {B8C4066E-0246-4358-9DE5-25603EDD0CA0}
Minor Task ID: {3BB53C9E-E14A-4196-9066-5400FB8860C9}

Description:
Checking that all nodes have access to the quorum resource
Status: 0x800713de. The quorum disk could not be located by the cluster service.

You receive this error message during the analysis part of the setup process.
