An access violation error may occur when you start and then immediately exit the .NET Framework 1.1 Configuration tool (887992)

SYMPTOMS

When you start and then immediately exit the Microsoft .NET Framework 1.1 Configuration tool, an access violation error may occur, and the program stops responding. Additionally, you may receive the following error messages:
System.ExcecutionEngineException
Failed to load resources from resource file. Please check your setup.

WORKAROUND

To work around this problem, do not exit the .NET Framework 1.1 Configuration tool until all the icons and all the descriptions are displayed in the left pane of the tool.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
