File Manager Does Not Retain Expand All Option (84288)

In File Manager, when you select Save Changes On Exit on the Options menu,
choose Expand All from the Tree menu, exit File Manager, and then restart
File Manager, the Expand All option is not saved.
This behavior is by design.
