Logging on to a terminal server takes three minutes after you upgrade to Windows Server 2003 (835735)

SYMPTOMS

After you upgrade a Microsoft Windows 2000 Server-based computer that is running Terminal Services to Microsoft Windows Server 2003, the logon takes about three minutes to complete. This problem occurs when a user logs on to that terminal server for the first time after the upgrade.

CAUSE

This problem occurs if the following conditions are true:
  • The user had a profile before the upgrade to Windows Server 2003.
  • You turned on the Disable Control Panel Group Policy setting before the upgrade to Windows Server 2003.

RESOLUTION

Hotfix information

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Windows Server 2003 service pack that contains this hotfix.

WORKAROUND

To work around this problem, the user can wait for the first logon to complete the three-minute delay and then can continue to use the terminal server. All subsequent logons to that terminal server by that user will not be delayed.
