SYMPTOMS
When you use the Cacls.exe command-line tool to configure permissions on a folder and all subfolders that are contained in that folder, you may find that the subfolders in the folder do not inherit the permissions as expected.
For example, when you create a new subfolder, and then you try to view the permissions that are set on that subfolder, you receive the following error message:
The permissions on FolderName are incorrectly ordered, which may cause some entries to be ineffective. Press OK to continue and sort the permissions correctly, or Cancel to reset the permissions.
