SYMPTOMS

When you try to install Microsoft SQL Server 2000 Desktop Engine (also known as MSDE 2000) Service Pack 3 (SP3) on a computer that is running Microsoft Windows 2000 Server, the MSDE 2000 Setup program may not be successful if both of the following conditions are true:
  • You are running the MSDE 2000 Setup program (Setup.exe) from a Terminal Services client, not at the computer that is running Terminal Services or at a Terminal server.
  • Terminal Services is running in Application Server mode on the remote computer.
During installation, you do not receive any errors messages or warnings; however, when you run the MSDE 2000 Setup program by using the /L*v switch to generate a verbose setup log, you receive the following error message:
Starting custom action NoRebootReplace
TempFolder Property is C:\WINNT\TEMPSource Dir Property is C:\WINNT\TEMP\SqlSetup\Temp
NoRebootConnectRepl returned: 3 Action ended 18:25:35: InstallFinalize. Return value 3.
Action 18:25:35: Rollback. Rolling back action:

CAUSE

This problem is related to the way that the MSDE 2000 Setup program evaluates the temporary environment variable while it is in Application Server mode.

WORKAROUND

To work around this problem and complete the MSDE 2000 installation, use one of the following workarounds:
  • Run the MSDE 2000 Setup program from a Terminal server and not from a Terminal Services client session.
  • On the remote computer, change from Application Server mode to Remote Administration mode.
  • Make sure that the Local Temp/TMP environment variables and the system environment variables point to the same location.
