You cannot use Background Intelligent Transfer Service to download an advertised package (830619)

SYMPTOMS

When you try to use the Background Intelligent Transfer Service (BITS) to download an advertised package to a Microsoft Systems Management Server (SMS) 2003 client from a distribution point in the SMS 2003 site, the program download status window continues to say "Downloading program information," but the download times out. The SMS 2003 Data Transfer Service (DTS) may generate an error status message in the DataTransferService.log that is similar to the following error status message:
(0x80070576) net helpmsg 1398 There is a time and/or date difference between the client and server.

CAUSE

This problem occurs because the time on the SMS 2003 client is not synchronized with the time on the domain controller. Therefore, the SMS 2003 client tries all the available distribution points and continues to retry until the download times out.

WORKAROUND

To work around this problem, synchronize the time on the SMS 2003 client computer with the time on the domain controller.
