SYMPTOMS
If you try to install Microsoft BizTalk Server on a domain
controller, Setup fails and an error message that is similar to the following
may appear:

Error 1722. There is a problem with this Windows Installer package. A program
run as part of the setup did not finish as expected. Contact your support

When this failure occurs,
errors that are similar to the following may be generated in the BizTalk Server
