FIX: The OracleClient object does not raise the NO_DATA_FOUND type of exception in the .NET Framework 1.1 (828530)

SYMPTOMS

In the Microsoft .NET Framework 1.1, the OracleClient object does not raise the NO_DATA_FOUND type of exception. For example, the following stored procedure does not raise an exception:
CREATE OR REPLACE 
PROCEDURE ora_no_data  (par1 in out number) is

begin
par1:=9;
raise NO_DATA_FOUND; -- Any other statement could return this error
par1:=99; 
end;
