You Receive the "The <UserName> Home Folder Was Not Created" Error Message When You Change the Location of a User's Home Folder (824688)

SYMPTOMS

When you use the %username% variable to change the location of a user's home folder to an existing folder, you may receive the following error message:
The UserName home folder was not created because you do not have create access on the server. The user account has been updated with the new home folder value but you must create the directory manually after obtaining the required access rights.
This occurs even though you do have the required access rights.

RESOLUTION

Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing.
