Error while activating your terminal licensing server (823427)

SYMPTOMS

When you try to activate your Terminal Services Licensing Server, you get the following error dialog box :
Licensing Wizard
The licensing wizard can not connect to the licensing server registry.
Check your network connection and then try again
Message 0x35.

RESOLUTION

This happens when the Remote Registry Service is not started on the Terminal Services Licensing Server.
To start it, open the computer management console, go down to the services console. Open the properties of the Remote Registry Services and click start.
If the start button is greyed change startup type to manual
