Windows 2000 Clients Do Not Correctly Display Logon Banners That Are Created in a Windows Server 2003 Policy (823146)

SYMPTOMS

When you log on to a computer that has an interactive logon policy defined, the logon banner message may not appear as the administrator intended it to appear.

CAUSE

This issue occurs if the text for the logon banner message (LegalNoticeText) was created in a Microsoft Windows Server 2003 Group Policy object (GPO) and is displayed on a Microsoft Windows 2000 client. The text for the logon banner message contains either a comma or multiple lines of text. In Windows 2000, this policy is created or edited as a single string, and it is limited to 512 characters. If the logon banner message text policy is created or edited in Microsoft Windows Server 2003, and the text contains either multiple lines of text or commas, Windows 2000 stores the text in the registry as multiple strings (REG_MULTI_SZ) instead of as a single string (REG_SZ). Commas in the original text are treated as carriage returns, and only the first line of text (up to the first comma) is displayed at logon.

WORKAROUND

To work around this issue, use one of the following methods:
  • Do not insert any commas or carriage returns into the logon banner message.
  • Use startup or shutdown scripts instead of Group Policy to write the appropriate text directly to the client registry.
  • Create and maintain separate GPOs for Windows 2000, for Microsoft Windows XP, and for Windows Server 2003 clients.
