Outlook Web Access does not retain the Time Zone setting, and you may receive a run-time error (823118)

SYMPTOMS

The Time Zone setting in the Microsoft Exchange Server 5.5 version of Microsoft Outlook Web Access (OWA) is not retained and may be reset to (GMT-12:00) Eniwetok, Kwajalein. Also, when you open the Options form in OWA, you may receive the following error message:

Runtime Error in line 3xx of SET.ASP

Note In this error message, the word "runtime" is a misspelling for the word "run-time."

CAUSE

The time zone setting issue may occur when the OWA client connects to an Exchange 5.5 server that has daylight savings time (DST) turned off.

You receive the error message because the Cdohtml.dll file and the Set.asp file cannot read values of 51 or greater. When you try to open the Options form in OWA, the value limitation in the Set.asp file generates a run-time error.

Time zone Collaboration Data Objects (CDO) are variables that are represented as a decimal value between 0 and 52. The CdoTmzNoDST flag can be used to indicate that daylight savings time is turned off. When the CdoTmzNoDST flag is used, the flag adds the hexadecimal value of 4,000 to the current value of the time zone variable. The hexadecimal value of 4,000 is equal to the decimal number 16,384.

RESOLUTION

If OWA connects to a server where daylight savings time is turned off, see article 296689 in the Microsoft Knowledge Base. If the symptoms that are described in article 296689 are also present, install the hotfix that is described in article 296689.
