SYMPTOMS

When you uninstall a network adaptor in Microsoft Windows Server 2003, Device Manager may stop responding. Soon after Device Manager stops responding, the mmc.exe process consumes all CPU resources.

If you use a program such as Intel PROSet to uninstall a network adaptor, the process that removes the adaptor uses all CPU resources.

You may experience these symptoms after you uninstall and reinstall a network adaptor several times.

RESOLUTION

To resolve this problem, apply the following hotfix. Then, uninstall and reinstall all network adaptors. After you apply the hotfix, you may experience this problem the first time that you uninstall a network adaptor. However, the problem will not occur the next time that you remove the same network adaptor.
