Unsafe controls are not loaded or activated in Office 2003 (817113)

SYMPTOMS

When you open a file that contains ActiveX controls that are not safe for initialization, they are not loaded or activated by the Microsoft Office 2003 program that opened the file.

CAUSE

This problem occurs because of increased security considerations. Because of increased security considerations, only those ActiveX controls that are marked safe for initialization are loaded or activated when you open a file in an Office 2003 program.
