Services.exe process uses 100 percent of the CPU utilization when a dependent service exits prematurely on a Windows 2000-based computer (815349)

SYMPTOMS

On a Microsoft Windows 2000-based computer, the Services.exe process uses 100 percent of the CPU. This may cause the computer to stop responding. When this problem occurs, you must restart your computer to regain functionality.

CAUSE

This problem may occur if the Services.exe process tries to start a service that has dependencies. When Services.exe tries to start the service that has dependencies and makes a call to the ScStartMarkedServices() function, the Services.exe process stops responding and uses 100 percent of the CPU.

RESOLUTION

The English version of this hotfix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.
