You Cannot Read the ToolTips (815272)

SYMPTOMS The ToolTips on your computer may not display correctly,
and you may not be able to read them. This symptom may occur if the following
conditions exist:
- You are using a Windows Server 2003-based computer with the
Multilingual User Interface (MUI) pack.
- You are using a user interface that is not an
English-language user interface. For example, if you are using a Japanese user
interface.
- Your Language for Non-Unicode Programs
setting does not match your user interface language.
CAUSE The problem occurs because of a problem with the
Winhlp32.exe file that uses the Language for Non-Unicode
Programs setting to determine the algorithm to use for language word
wrapping. The Language for Non-Unicode Programs setting
specifies the default code pages and fonts for running non-Unicode programs.
The ToolTips are non-Unicode, and are applied against the code page for the
computer locale. If the current user interface does not match the language for
non-Unicode programs setting in the Regional and Language Options tool in
Control Panel, the text that appears is unreadable. WORKAROUND To work around this problem, change the Language
for Non-Unicode Programs setting to match the language version of your
operating system. Note- You must use administrative credentials to change the
Language for Non-Unicode Programs option.
- Contact your network administrator before you change the
Language for Non-Unicode Programs option to verify that you
can safely do this without affecting your network connections.
- When you change the Language for Non-Unicode
Programs option, you must restart the computer.
- The Language for Non-Unicode Programs
setting defaults to the language version of the operating system.
To change the Language for Non-Unicode Programs
setting:
- Log on to the computer with administrator permissions.
- Click Start, point to Control
Panel, and then click Regional and Language
Options.
- Click the Advanced tab.
- In the Select a language to match the language
version of the non-Unicode programs you want to use box, click the
language that matches your user interface, and then click
OK.
- Restart your computer.
STATUS
Microsoft has confirmed that this is a bug in the Microsoft products that are
listed at the beginning of this article.
