In most cases the Publisher for Windows automatic text-wrap feature will
prevent text from overlapping. It is possible to create the effect of
overlapped or superimposed text; however, to do so, the text must be
in separate text frames.
Place one text frame on the background page and one on the foreground
page. Format the foreground text frame as transparent and line it up
as desired over the text frame in the background. This will avoid
Publisher's automatic text-wrap feature.
NOTE: Whatever is on the background page will appear on every page unless
you choose Ignore Background from the Page menu on the pages where you do
not want those elements to appear. Also, everything (not just select items)
on the background page will be ignored on that page.
