SYMPTOMS

After you perform a fast user switching operation to switch to another user's account, and then switch back to the original user's account, you may experience severe degradation in video performance.

CAUSE

Fast user switching is basically a video mode change. This is a known issue in the Windows Graphics Device Interface (GDI) in scenarios involving compatible bitmaps and video mode changes.
