You Cannot Run a Program File with Only Execute Access (319777)

If only the "Traverse Folder/Execute File" permission is assigned to a program file, you receive an "Access denied" error message when you try to start the program.
CAUSE
This problem occurs because Windows requires Read permissions to open the program file.
